ChinesePresidentXiJinpingrecentlymetwithPrimeMinisteroftheKingdomofCambodiaHunSenattheDiaoyutaiStateGuesthouseinBeijing.

Thetwoleadershadin-depthexchangesonbuildingaChina-Cambodiacommunitywithasharedfutureintheneweraandinternationalandregionalissuesofsharedinterest,chartingthecourseforfutureChina-Cambodiarelations.

Thetwosidesagreedtojointlybuildahigh-quality,high-levelandhigh-standardChina-Cambodiacommunitywithasharedfutureinthenewera,developadiamondcooperationframeworkwithsixpriorityareas,sothattheimpregnableironcladfriendshipsharedbypeopleinbothcountrieswillbepassedonforgenerations.

ChinaandCambodiaaregoodfriendswithhigh-levelmutualtrust,goodpartnerswithallsincerityandacommunitywithasharedfuturesharingwealandwoe.

InApril2019,ChinaandCambodiatooktheleadinsigninganactionplanforbuildingacommunitywithasharedfuture.Underthestrategicguidanceoftheleadersofthetwocountries,China-Cambodiarelationshavebeengraduallyradiatingwithgreatvitality,andthebuildingofaChina-Cambodiacommunitywithasharedfuturehasyieldedfruitfulresults,bringingtangiblebenefitstothetwopeoplesandmakingcontributionstopeaceanddevelopmentintheregionandtheworld.

Inthefaceofmomentouschangesandchallengesintheworld,thestrategicsignificanceofChina-Cambodiarelationsgainsfurtherprominence.

Extendingmutualsupportonissuesconcerningeachother"scoreinterestsistheessenceofbuildingaChina-Cambodiacommunitywithasharedfuture.

ChinareaffirmedresolutesupporttoCambodianpeople"schoiceofdevelopmentpaththatsuitsCambodia"snationalconditions,toCambodia"sendeavorstosafeguardherindependence,sovereignty,security,anddevelopmentinterests,andtosteadyadvancementofimportantCambodiannationalpoliticalagendawhileexpressingfirmoppositiontoanyforeigninterferenceinCambodia"sinternalaffairs.

TheCambodiansidereaffirmedherresoluteadherencetotheOne-ChinaPolicy,stressingthatTaiwanisaninalienablepartofChina"sterritoryaswellasChina"sinternalaffair,whichbrooksnointerferencefromanyexternalforces.ItreiteratedherresoluteoppositiontointerferinginChina"sinternalaffairsbymanipulatingXinjiang-relatedissues.

Bothsidesconcurredthatwhileexploringhumanrightsimprovement,itisimportanttoproceedfrompeople"sneedsandrealnationalconditions.Bothsidesexpressedfirmoppositiontopoliticizingandinstrumentalizinghumanrightsissues,doublestandards,abusingdemocraticvaluestointerfereintheinternalaffairsofsovereigncountriesorprovokingdivisionandconfrontationonthepretextofsafeguardingdemocracyandhumanrights,orimpositionofonecountry"swillonothers.

ChinaandCambodiaagreedtodevelopadiamondcooperationframeworkwithsixpriorityareasincludingpoliticalcooperation,productioncapacity,agriculture,energy,securityandpeople-to-peopleexchanges,whichwillinjectimportantimpetusintobuildingaChina-Cambodiacommunitywithasharedfuture.

Thetwocountrieswilldeepenstrategiccommunication,enhanceexchangesongovernanceandcoordinateeffortsonpracticalcooperationinvariousfields.

TheyagreedtodeepenstrategicsynergyandcooperationbetweentheBeltandRoadInitiativeandRectangularStrategies,accordagreaterroletoChina-CambodiaWorkingMechanismforProductionCapacityandInvestmentCooperation,andexploredevelopmentofan"IndustrialandTechnologicalCorridor"towardsthevisionofdevelopingPreahSihanoukProvinceasamodelofthemultipurposeSpecialEconomicZone.

Together,thetwocountrieswillexploretheestablishmentofa"FishandRiceCorridor"centeredonnorth-westernCambodiaandtheTonleSapLakearea,todevelopmodernecologicalagriculturenearthelake.

Bothsidesagreedtoenhancecooperationinhydropower,photovoltaics,andothercleanenergysources,toexploregreen,stableandreliableenergycooperationsolutions.

TheyagreedtoenhanceengagementsbetweenthePeople"sLiberationArmy(PLA)andtheRoyalCambodianArmedForces(RCAF)atalllevels,striveforclosercoordinationandcooperationinmultilateralsecurityaffairs,andcontinuecooperationintheexchangeandsharingofinformationbetweenlawenforcementofficials,withhighlightsoncounteringtransnationalcrime.

Theywillalsoenhancecooperationontourism,scientificinnovation,educationandhealth,andworktogethertolaunchculturalheritageprotectionandrestorationprojects.

ThediamondcooperationframeworkbetweenthetwocountrieswillsurelymaketheChina-Cambodiacomprehensivestrategiccooperativepartnershipevenmoreprosperous.

Thetwocountriesarecommittedtobuildinganewtypeofinternationalrelationsandpromotingglobalpartnershipsofequality,opennessandcooperationtowardsacommunitywithasharedfutureformankind.

Theyrecognizethecommonvaluesforallhumanityofpeace,development,fairness,justice,democracy,andfreedomandagreeontheadherencetotruemultilateralism.Theyopposeallformsofhegemonism,powerpolitics,unilateralism,andexclusiveblocpoliticswhichtargetsspecificcountries.

Xistressedthatdevelopmentisnottheprivilegeofafewcountries.Hesaidtheactofpowerhegemonytoengageinideologicalconfrontation,politicizeandweaponizeeconomic,trade,scientificandtechnologicalexchanges,pushfor"decouplingandbreakingthechain,"containandsuppressothercountries"development,andaskregionalnationstotakesides,willnotbesupportedbythepeople.

Chinastandsontherightsideofhistoryandwillfirmlydefendnationalsovereignty,security,anddevelopmentinterestsaswellasinternationalfairnessandjustice.

HunSensaidtheBeltandRoadInitiative,theGlobalDevelopmentInitiativeandtheGlobalSecurityInitiativeputforwardbyChinaareofgreatsignificancetosafeguardingworldpeaceandpromotingcommondevelopment.Cambodiaactivelysupportsandparticipatesintheseinitiatives.

Nomatterhowtheinternationalsituationchanges,thetwosideswillunswervinglydeepentheircloseironcladfriendshipanddevelopwin-winpracticalcooperationforthemutualbenefits,withaviewtopromotingthebuildingofacommunitywithasharedfutureformankind,soastobringmorebenefitstothetwopeoplesandcontributemorepositiveenergytoregionalpeace,stabilityanddevelopment.
